Big Island woman indicted for murder in connection with foster child’s death

HONOLULU, Hawaii – Chasity Alcosiba, a Big Island woman, has been indicted for second-degree murder in connection with the death of one of her foster children, Fabian Garcia, who died more than two years ago. Fabian was 3 years old at the time of his death, and his case has been under investigation since then.
Alcosiba claimed she found Fabian face down in bed in a pool of vomit, but hospital records revealed that emergency room staff suspected abuse due to the nature of the boy’s injuries. The medical examiner later determined that Fabian died of blunt force trauma to the head.
Fabian’s family, particularly his mother, has been waiting for justice for over two years. Jeffrey Foster, the family’s attorney, stated that the indictment confirms the family’s worst fears and also serves as an indictment for the foster care system on Hawaii Island. The family hopes that Fabian’s death will lead to long overdue changes in the foster care system and the allocation of necessary financial resources to protect children.
Alcosiba remains in custody at the Hawaii Community Correctional Center. Initially, her bail was set at $500,000, but a judge reduced it to $10,000.
